Why the split
A dated figure is only worth something if it can be checked, so it is public. Being told before your customer is, on the other hand, takes re-reading hundreds of agents every night and delivering the alert: that is work, not data. And the history is the one thing a budget cannot catch up with, since nobody can measure last month after the fact.
