Standing session rules for Claude Code, injected before the first reply of every session via a SessionStart hook: best-solution-first quality bar, em-dash ban, useEffect ban, JSDoc-only comment policy and per-commit/per-push authorization. Agent skill plus the hook script that auto-loads it.
